want a cheap set of 16inch rims to fit my 97 vitara any suggestions

Stock 2.0 vitara, 2.0V6 vitara, or old shape Grand Vitara would be your best bet.

Note that grand vitara rims have more offset so your track width will increase. This might cause clearance problems or tyre coverage problems depending on your desired tyre size.
