Engineering Question

Hoping someone who has dealt with an engineer can answer a simple question.

When you initially speak to an engineer Im guessing you need to have planned EXACTLY what you want to do to your car.

How much detail to you need to workout, for example can you just say "new engine mounts" or do you have to say "new engine mounts made of xxx material, welded with xxx method, welded on xx degrees to suit OEM engine mount on xxx motor, etc etc"

Any other info would be great.

last engineer i spoke to,
all i had was the ideas, new motor and trans, chassis extension, power steer, new shock mounts and bumpstop relocation.
and he told me how he wanted it done. such as what thickness material and how to attach it to the chassis etc...
