Dialling 112

We had a discussion recently about emergency telephone numbers and it was mentioned that dialing "112" on a mobile phone calls a satellite and you'll get an operator on the line, even if you don't have "normal" reception where you are.
My research indicates this isn't the case.
Dialling 112 on a mobile is the same as dialling 000 - you'll get the same operator.
You don't need a sim in the phone to place a '000' call, but you still need to have reception with a terrestrial tower (i.e a normal phone tower)
112 was substituted because some phones use 000 as part of a lock sequence.
