are 28in or 29in LT all terrains available in Melbourne?

I'm a newbie of sorts, having owned an old Pajero some years ago, and am considering a mid'late90s Vitara Estate as my next vehicle. I don't want 31s on it, for gearing and legal reasons, and would like to know if smaller sizes are available. Most tyre manufacturer websites seem to start at 31in.
Advice welcomed....

Plenty of options. look for 235 75 15- that's in the right size range and is very common.
Very few LT tyres aren't available in that size.

cab do 16's in 25/70, 225/70, 235/70 at much the same price here in Rowville.
