Water "trap" in Vitara's ?

The galvanised plate that holds down the transfer case rubber boot seems to be prone to rusting, suggesting water is being trapped
Both of the second hand ones ones I have are in about the same state.
Its possible this is just a "two off" incident but perhaps a quick look and some silicone might be in order.
