As I dont know melbourne and its surrounds very well,
were is this joint located, and where would be best to camp?

Hey Pezz, Toolangi is north east of Melbourne, about half way between Yarra Glen and Yea. There is heaps of camping spots in the area, not too sure on specific locations though. Someone with a bit more knowledge will hopefully chime in.
